Abstract
Disaster risk reduction has become a key global policy priority, with particular focus on urban areas where vulnerabilities are concentrated. In Turkey, chronic seismic hazards are compounded by geological conditions, inadequate enforcement of regulations, and a focus on post-disaster response rather than prevention. This study examines factors determining seismic vulnerabilities and risks in Turkish settlements, aiming to assess whether these can be identified through attributes of the building stock. Using seismic hazard maps, census and housing data, and applying statistical analyses, the research compares settlements to identify attributes most strongly linked to urban risk levels. Findings are intended to guide mitigation policies and support more effective disaster planning in Turkey.
