Risk Culture Regarding Built Environment in Large-Scale Development: The Shanghai Case

Abstract

This paper investigates the cultural risks associated with rapid urban development in Shanghai, focusing on the tension between preservation and transformation of the built environment. It introduces a framework for risk identification, assessment, warning, and management, supported by a multi-level evaluation system of indicators. Using the Fuxing Wharf Area as a case study, the research demonstrates how cultural memory and heritage face extinction under accelerated industrialisation and urban expansion. The findings provide a structured approach for assessing cultural risks and propose management measures to guide decision-making in large-scale urban development.
