Abstract

This paper examines the implementation of the Italian National Recovery and Resilience Plan (PNRR) in Rome, with a particular focus on its urban dimension. It analyses how city governance, through the creation of a dedicated department and a Special Council Commission, has responded to structural deficiencies by strategically integrating extraordinary resources with long-term urban planning goals. Special attention is given to the Integrated Urban Programs (PUI) of Corviale, Tor Bella Monaca, and Santa Maria della Pietà, highlighting their transformative potential as nodes of innovation and inclusion. The case of Rome exemplifies a shift from top-down emergency planning to territorially grounded governance strategies.
