Abstract
The paper presents the outcomes of Germany’s first nationwide initiative to systematically promote mobility management, the action programme effizient.mobil (2009–2010), led by the German Energy Agency (dena) and funded by the Federal Ministry for the Environment (BMU). More than 100 municipalities and companies received free consultancy, resulting in tailored mobility concepts. The evaluation, conducted by ILS and ISB institutes, combined qualitative and quantitative methods at both programme and case-study levels. Findings reveal success and inhibition factors, show how mobility management contributes to CO₂ reduction, and highlight that companies with poorer locations are more motivated to participate, while prior experience influences willingness to implement measures. The study underlines the importance of cycling and public transport initiatives, while working-time related strategies remained underused.
