Abstract

This study examines the accessibility and allocation of public cultural and sports facilities (PCSFs) in the Siping Road Sub-district of Shanghai in the context of China’s urban quality enhancement policies and the development of 15-minute community life circles. To evaluate the balance between facility provision and residents’ needs, the research introduces an integrated analytical framework based on three dimensions: availability, accessibility, and adaptability. Availability is assessed through objective supply-demand statistics, accessibility through the two-step floating catchment area (2SFCA) method combined with residents’ travel behaviour, and adaptability through questionnaire surveys and regression analysis of user satisfaction. The study further applies the Importance–Performance Analysis (IPA) model to identify critical mismatches between service provision and community needs. Based on these findings, the authors propose both place-based and people-centred optimisation strategies, providing practical guidance for improving the equitable allocation of public cultural and sports facilities and supporting the implementation of future community living circles.
