Abstract
This paper discusses New York City’s comprehensive sustainability plan PlaNYC 2030 as a case study in countering climate change through urban planning. The plan sets ambitious goals for reducing greenhouse gas emissions, improving air and water quality, increasing resilience to climate risks, and enhancing the overall quality of life in a dense metropolitan setting. Special attention is given to the integration of land use, transport, housing, and environmental policy, as well as to the governance mechanisms that allowed the plan to emerge and be implemented. The paper evaluates successes and shortcomings, and highlights key lessons that can inform climate-sensitive planning approaches in other global cities.
