dc.description.abstractFacing climate crises, integrating green low-carbon strategies into urban regeneration proves crucial for carbon neutrality. This study examines multi-scale planning across urban agglomerations, cities, and communities through international case comparisons (US, UK, Germany, China, Japan, South Korea). Key insights: (1) Planning systems need tiered approaches - coordinating regional resources at agglomeration level, optimizing city spatial structures, and applying adaptable carbon-reduction measures locally. (2) Technology systems require ecological-industrial synergy through green corridors/renewables regionally, while focusing on microclimate improvement and green buildings locally. (3) Implementation demands multi-actor collaboration: expert committees for intercity coordination, standardised city-level frameworks, and community initiatives engaging residents and social capital. The research illustrates spatial planning’s role in harmonizing economic development with ecological sustainability across spatial scales.
