dc.description.abstract | This paper analyses urban fringe development in China from a risk management perspective. With rapid urbanisation since 2000, urban fringes have become the most dynamic zones of expansion, characterised by functional diversity, land-use pressures, and ecological vulnerability. Using Shanghai as a case study, the paper reviews three decades of urban development to identify the features of fringe growth, including functional roles, spatial sprawl, and development modes. It further explores the risks inherent in fringe areas, such as economic lag, fragile ecosystems, and complex social structures. Applying principles of risk management, the study proposes a framework for risk assessment and outlines strategies for government responses to mitigate negative impacts and support sustainable urban growth. | |
