The Social Reflections of Neoliberal Policies, Planning Legislation, and Housing in the Istanbul Metropolitan Area

Abstract

This study aims to examine the social impacts of legal regulations introduced in Turkey’s housing and planning legislation between 2002 and 2024, with a specific focus on Istanbul. Conducted in two stages based on document analysis and literature review, the research evaluates the legislative changes during this period and their social repercussions. The findings reveal that these regulations have led to consequences such as displacement, social fragmentation, loss of sense of belonging, gentrification, and the weakening of public interest. The study emphasizes the need to reconsider planning policies in light of the principles of spatial justice and social inclusivity.
