Regulatory Frameworks for Reducing Disaster Risk Through Planning and Building

Abstract

Regulatory frameworks for planning and building are vital for reducing disaster risk in the built environment. While effective regulations in high-income countries have minimized damage and saved lives, low- and middle-income nations face challenges in implementation. Drawing on case studies from Turkey, Iran, Namibia, and Argentina, this paper highlights how regulations can support disaster risk reduction but also shows that local governments often lack the budget, expertise, and capacity to enforce them. Informal construction further undermines effectiveness. Ensuring access to safe land for development and fostering a compliance culture in building practices are identified as key strategies for risk reduction.
