dc.description.abstractThe concept of the “15-Minute Community Life Circle” aims to enhance urban quality of life, but it faces challenges related to social inclusivity in practice. This article takes Wujiaochang Sub-district in Yangpu District, Shanghai, as an example. Through participatory action research, it is found that while the distribution of existing public service facilities meets various indicators, there is a significant mismatch between their layout and the needs of different groups, making it difficult for vulnerable populations to equally access public services. Additionally, the current utilization of space is insufficiently flexible to substantively meet residents’ needs. This article proposes two strategies: optimizing facility configuration and enhancing the use of flexible spaces, to improve the social inclusivity of the “15-Minute Community Life Circle”.
