Participation After Disaster: Central Government Approach to Participation Planning

Abstract

The 21st century is an era of crises, driven by the increasing impact of climate change and successive crises ranging from environmental degradation to social and economic inequalities. This multi-crisis environment has necessitated the adoption of holistic, inclusive, and participatory approaches in managing disaster risks. The focus of this study is to examine the participation perspective in Türkiye’s recovery process after the February 6, 2023, Kahramanmaraş earthquakes from the institutionalized participation understanding in the world. In this context, the stakeholder participation plan in the Rural Areas Earthquake Recovery and Reconstruction Project (KADİYAP) carried out by the Ministry of Environment, Urbanization, and Climate Change was examined, and the central government’s approach to managing the participation process was evaluated in line with the determined criteria.
