This paper presents a theoretical discussion on social vulnerability and the construction of vulnerability indexes, illustrated by an empirical case in Curitiba, Southern Brazil. It draws on conceptual approaches that highlight the complexity of the topic, as well as empirical needs to define priorities in risk reduction actions and in the allocation of resources after disasters. Within the urban context of Brazilian cities, spatial inequalities are revealed in the ways inhabitants build, use, and transform urban space. The main aim of the research is to contribute to identifying parameters for directing public resources towards preparedness measures in the face of adverse situations.
