dc.description.abstractThe sources discuss climate adaptation challenges in Brazil, noting that most municipalities lack capacity and plans. Local adaptation and community participation are crucial, especially in vulnerable settlements. Duque de Caxias, a flood-prone municipality, exemplifies these issues, marked by unregulated development and political resistance to public debate. The FORAS movement emerged, advocating for urban rights. A conflict centres on Campo do Bomba, a key floodplain, which the municipality wants for economic development despite its ecological role. FORAS mobilized, arguing its “sponge” function is its social function. Collaborating with academics, the community proposed the Quilombo do Bomba Ecological Park, featuring nature-based flood control, green areas, improved mobility, and community facilities. This case illustrates the struggle between economic interests and environmental/community needs.
