dc.description.abstractThis paper presents a dual-tool system to support the assessment and development of smart cities and smart real estate. The first tool is a comprehensive evaluation framework that independently and jointly measures the smartness of urban systems and real estate projects across seven strategic categories. The second is a smart technology utilization map that identifies the added value of specific technologies across different phases of the real estate lifecycle—from land acquisition to post-operation. Together, these tools enable stakeholders—such as city authorities, developers, and investors—to identify performance gaps, prioritize improvements, and plan smarter, more integrated developments. The study also outlines the role of public and private actors in enabling smart infrastructure and encourages coordinated, data-driven decision-making to advance urban sustainability, efficiency, and resilience.
