Abstract
This paper investigates how disaster preparedness and urban mobility resilience are addressed within Istanbul’s transport policy and legislative framework through a qualitative content analysis of 35 national and local policy documents. Drawing on resilience theory and international policy frameworks, including the Sendai Framework and the European Green Deal, the study develops a thematic benchmark to assess the coherence, strengths, and gaps of resilience-related strategies across multiple governance levels. The findings reveal that while national policies establish strategic frameworks and local policies provide detailed operational plans for disaster response and sustainable mobility, these policy streams remain insufficiently integrated. In particular, disaster preparedness and active transport strategies are developed in parallel rather than as complementary components of a resilient mobility system. The paper identifies key opportunities for improving vertical policy coherence, integrating sustainable transport into emergency planning, and strengthening data-driven governance to enhance the resilience of Istanbul’s transport system against future disruptions.
