This paper investigates the factors influencing residents’ willingness to participate in urban renovation projects, focusing on Tainan, Taiwan. Despite government incentives such as tax exemptions, floor area bonuses, and subsidies, participation levels have remained low. Using social cognitive theory, the theory of planned behaviour, and the technology acceptance model, the study develops a conceptual model to explain resident behaviour. Based on survey data and structural equation modeling, the findings identify residential dissatisfaction and personal attitude as the most significant factors shaping participation. Results also reveal that residents prioritise improvements in community environment over individual buildings. The study concludes that urban renovation policies should emphasise neighbourhood-level interventions and demonstrate tangible environmental benefits alongside financial incentives.
