The conundrum of a state spatial plan implementation: the spatial plan of the Republic of Serbia (2010)

Abstract

This paper analyses the challenges of implementing the Spatial Plan of the Republic of Serbia (2010) in the context of post-socialist transition. Following the political and economic changes after the fall of the Berlin Wall and the dissolution of Yugoslavia, reforms in Serbia have been marked by instability, elite-driven agendas, and a lack of public dialogue. The former spatial plan of 1996 introduced a detailed implementation programme that was never developed, while the 2010 plan included a formal programme for 2011–2015. Despite this, numerous obstacles persist in Serbia’s spatial and environmental planning system, reflecting outdated practices and partial alignment with EU standards. The paper questions whether institutional and organisational reforms can be achieved to ensure effective implementation of strategic goals and to revitalise strategic research, thinking, and governance in Serbia.
