Abstract
This paper explores the paradigm shift from traditional government-led, top-down decision-making to governance models that emphasise participation, inclusiveness, and shared responsibility. In the context of globalisation, ICT development, and increasing social mobility, societies have become more fragmented, requiring new democratic approaches. The study analyses cases of emerging governance practices, highlighting both successes and challenges. It proposes a theoretical and methodological framework to strengthen democracy, build trust among stakeholders, and develop equitable, sustainable, and inclusive socio-economic and urban solutions.
