Abstract
Resilience has become a topic of increasing importance, gaining presence in debates on spatial planning. It refers to the capacity to resist, to maintain vital functions and identity, but also the capacity to go forward, to learn, to build back better, to become more efficient and more functional in face of risks or shocks like flooding, which is being experienced in Europe with greater frequency and more impact. From this definition, this paper focuses on two cases of flood risk management at metropolitan level -Eurodelta Megaregion in The Netherlands and the Metropolitan Area of Valencia in Spain- with the aim to show learned lessons and to identify and propose recommendations regarding innovative and more effective planning procedures and frameworks to improve the resilience-related governance across scales, sectors and actors at metropolitan level.
