This paper analyses disaster resilience in the context of L’Aquila’s recovery following the 2009 earthquake. It distinguishes between top-down state-led recovery, often centralised and paternalistic, and grassroots initiatives that emerge spontaneously to reorganise community life. Focusing on the latter, resilience is conceptualised as a deliberate process of strengthening community capacity when facing shocks. Using qualitative methods, including semi-structured interviews with emergent groups, associations, and committees, the study highlights the crucial role of grassroots actors in addressing social issues neglected by government strategies. The findings argue for integrating such initiatives into urban recovery, emphasising a holistic approach that considers both the built environment and social dimensions, and underlining the importance of inclusive community participation.
