Abstract
This study examines the impact of urban regeneration projects carried out in Istanbul within the scope of Law No. 6306 on green infrastructure. The change in green infrastructure between 2014 and 2024 in three distinct regeneration sites was analysed using remote sensing, spatial texture analysis and machine learning techniques. NDVI, NDBI, and first-order statistical metrics derived from Landsat 8 satellite imagery are integrated into the change detection analysis using random forest classification. The findings show significant losses in green infrastructure, especially in areas where vertical densification is at the forefront. The results support that the level of integration of disaster-focused urban regeneration policies with climate adaptation and sustainability goals in the Istanbul case is limited, pointing to the need for more holistic planning approaches.
