| dc.description.abstract | As global urban development transitions from quantitative expansion to qualitative enhancement, land use patterns grow increasingly intricate, necessitating sophisticated regulatory mechanisms. Germany, recognized for its mature development control system, has established an integrated framework combining public construction law, development guidance planning, and permit-based enforcement. Through systematic analysis of Germany’s urban land governance evolution, this study examines the synergistic interplay between legislative mandates, planning instruments, and regulatory oversight. It further explores the transferable value of Germany’s model through four critical dimensions: clear objectives, robust legal foundations, comprehensive control tools, and refined implementation methodologies, offering actionable insights for achieving sustainable and orderly urban growth worldwide. | |
