dc.description.abstractThis paper analyses the rationale for implementing light rail through the lens of the mobilities paradigm, using narratives and storytelling as a framework. Focusing on the case of Bergen Light Rail in Norway, it shows that multiple, and sometimes conflicting, arguments exist for such projects, shaped by planners, policymakers, and stakeholders who draw upon global discourses. The study highlights the importance of forming a clear concept for light rail during the policy and planning phase, as this provides the foundation for political decision-making, evaluation criteria, and institutionalisation among actors. Findings from Bergen illustrate how unclear or fragmented concepts can complicate and prolong decision-making, while well-defined concepts can guide infrastructure projects effectively through political processes and ensure outcomes align with visionary goals. The paper further reflects on the broader role of concept formation in steering sustainable urban interventions.
