Abstract

This paper examines collaborative planning in the transformation of inner-city industrial areas with cultural heritage in the Netherlands. Such projects involve multiple stakeholders with conflicting interests, requiring negotiation over long-term visions, short-term actions, and financial arrangements. An explorative study of ten cases identifies barriers and drivers influencing interaction processes and project performance. Findings highlight key similarities and differences across cases and provide insights for improving collaborative planning practices and future research.
