dc.description.abstractThis paper analyses recent social housing initiatives in Europe, with a particular focus on Northern Italy and the city of Turin. Since the 1980s, state withdrawal and neoliberal reforms have reduced public support for housing, intensifying urban inequalities and polarisation. Despite limited funding and the impacts of the 2007 financial crisis, innovative local measures have been developed to sustain housing provision. Through a qualitative analysis of norms, plans, and initiatives since 2000, the study highlights how these actions contribute to evolving urban housing practices and offer new approaches to address the sector’s ongoing challenges.
