dc.description.abstractRecent earthquakes in Tbilisi have highlighted the need to integrate seismic risk considerations into all levels of governmental policy and urban planning. Supported by international and national institutions, the Association “Engineering Idea” developed a GIS-based model for seismic risk assessment of the Tbilisi urban area. The model evaluates and ranks urban factors by seismic vulnerability, enabling visualization, scenario development, and integration with city maps and databases. This approach allows rapid testing of urban planning decisions and provides recommendations for the Tbilisi Master Plan, as well as guidance for construction management, insurance, and risk mitigation.
