The evolution of spatial planning in the border area between shenzhen and Hong Kong, China

Abstract

Spatial planning in border areas is a complex undertaking, particularly due to diverse governmental systems. This complexity is further highlighted by the unique "One Nation Two Systems" principle in China, which govems the distinct governance structures of Hong Kong and Shenzhen. The Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Development Outline has triggered significant changes in spatial planning within the border area between Shenzhen and Hong Kong. This study aims to examine the evolution of spatial planning in this border region, identifying various stages of planning development, key outcomes, influential factors, and coordination mechanisms. Ultimately, the study seeks to propose a more democratic and efficient coordination mechanism for border area planning, drawing on insights from the case study.
