Abstract

China’s urban development is shifting from expansion to quality enhancement, with urban renewal emerging as a key policy priority. The Zhegong New Village case in Hangzhou presents an innovative resident-funded renewal model that addresses limitations of traditional approaches. Through a “Rules-Roles-Procedures” analytical framework, this study identifies three critical success dimensions: (1) supportive policy environment and favorable economic conditions; (2) collaborative governance featuring government’s service transformation and enhanced resident participation; and (3) transparent procedural mechanisms including early engagement and professional evaluations. This model not only reduces fiscal burdens but also redefines responsibility allocation mechanisms, demonstrating significant improvements in both efficiency and social sustainability. The findings provide valuable insights for developing context-sensitive urban renewal models that balance economic viability with community empowerment, offering a replicable framework for China’s ongoing urban quality improvement initiatives.
