Abstract

This paper examines the relationship between institutions and planning through the lens of different “new institutionalist” perspectives. It discusses factors that contribute to both continuity and change in institutional processes and applies this framework to recent developments in Portuguese planning governance, with a focus on inter-municipal coordination. The authors argue that while each institutionalist perspective has specific strengths and weaknesses, adopting an integrative, multi-perspective approach is both defensible and desirable. Rather than being chaotic or in need of deconstruction, “new institutionalism” can enhance planning research by allowing cross-cutting and intersecting insights.
